These documents show the Open Meetings Act request for review filed by Christopher Hansen in regards to the 2020 September 14th Urbana City Council meeting.  At this meeting, Mayor Diane Marlin announced new speaking rules for public input that would reduce speaking times and place multiple content-based speaking restrictions upon the public.  Marlin then proceed to interrupt and mute speakers more than a dozen times.  Council members Dennis Roberts and Julie Laut also aided Marlin in interrupting speakers.  Deputy Public Access Counselor at the Illinois Attorney General’s Office determined that an investigation was warranted, and Urbana City Attorney issued a lengthy response defending Diane Marlin.  Additional PAC opinions cited by Simon in his response letter are also included.
