Urbana, Illinois Mayor Diane Marlin will ask the City Council to appoint current Deputy Chief Richard Surles to the position Interim Police Chief at Monday night’s meeting. Lieutenant Matthew Bain will be appointed to Interim Deputy Police Chief.
Police Chief Bryant Seraphin announced his resignation on January 20th, 2022. On the same day, Deputy Chief Surles said that he was not interested in being a candidate for the permanent Chief of Police position. Chief Seraphin served his last day on March 25th (yesterday).
The “interim” appointments will last for two years, or until a new Police Chief is appointed. The City of Urbana has not yet initiated their “nationwide search” for that individual, but a mention of a request for proposals (RFP) was placed to the City website.
Unlike most RFPs, the City did not actually post the relevant documents for public view. Instead, the City required registration by “interested firms”, who would then privately receive copies of the RFP.
